Allow decimals in quantity field default value

Determines if the user can enter decimal quantities or only whole numbers when entering the quantity ordered. Please note: User can turn this functionality on only when the JDE data dictionary QTYINV is configured with “Display Decimal” > 0. Please review Oracle documentation regarding decimal places/updates to implement this functionality.
